Federal PR spending, where does it go?

Jim Horton points to PR Watch's item on the 1.62 billion spent by our government on PR. Of this, 1.1 billion was for Dept. of Defense PR. Jim asks:

One wonders why the Defense Department feels it needs so much PR.


Why indeed? Given the recent history of payola PR in Iraq this is very worrisome. It is not just the danger of believing our own propaganda, there is an even greater danger of payola PR turning into shakedown journalism. Consider the situation in Iraq. I don’t think shakedown journalism would be confined to negative reporting.
